The Department of Natural
Resources "Rules and Regulations for the Allocation of Water from Lake
Michigan” have been in effect since 1980. They have served the region
well, and have enabled the orderly expansion of the Lake Michigan water service
area such that today almost 7 million Illinois residents rely on Lake Michigan
for their water supply. However, the provisions requiring the efficient
use and conservation of Lake Michigan water have become outdated, and along
with the increasing value of water it has become apparent that it is time to
update these Rules. This presentation will provide an overview of the
Department’s ongoing effort to update the Lake Michigan water allocation rules
and regulations, and will include a brief discussion of the proposed revisions
to the Rules.
Illinois Plumbing Code Revisions
Josh Ellis, Metropolitan Planning Council
The Ill. Dept. of Public Health is in the process of developing a green supplement to the State Plumbing Code to enable some forms of non-potable water reuse, greater consistency on use of high efficiency fixtures, and other sustainable measures. Josh Ellis of the Metropolitan Planning Council will provide an update on that process

This presentation covers the no lead legislation that goes into
affect January 4th, 2014 and how it will effect production,
installation, product, stock, scrap, and other factors. It educates
plumbers and water operators on what the law means and what to expect for
future installations. It also educates them on the NSF
61,ANSI372,and NSF 61 annex F.
Nathan Trowbridge, UL
The third Unregulated Contaminant Monitoring Rule (UCMR 3)
was finalized in May 2012. Under this rule, all Public Water Supplies (PWSs) with
populations > 10,000 and 800 PWSs with populations <10,000 will be required to monitor for either
List 1 or List 1 & List 2 for a one-year period between January 2013 and December
2015. Under List 1 & 2 of UCMR3, 28 chemical contaminants will be
The objective of this presentation will be to compare the
similarities and differences between UCMR3 and the first two UCMRs. It will
also focus on the analyte lists and include the analytical methods used to
acquire data. The methods will be broken down to include instrumentation
information, sampling techniques and locations, preservation and bottle
requirements. Potential collection and
laboratory related anomalies will be discussed. Methods to be discussed will
include: List 1 EPA method 524.3 for Volatiles, EPA method 522 for 1,4-dioxane,
EPA method 200.8 for metals, EPA method 300.1 for chlorate, EPA method 537 for Perfluorinated compounds
and EPA method 218.7 for hexavalent chromium and List 2 EPA method 539 for
Hormones. Additionally the unique reporting
requirements for both the PWSs and the laboratories will be explained. This explanation will include data elements
that need to be reported by both the PWS and the lab, SDWARS information and
data upload requirements.
UL has been fully approved for all of the chemistry methods
for UCMR3. With a history of full
approval for both UCMR and UCMR2, UL is uniquely qualified to present on this
topic from a laboratory’s perspective. UL maintains drinking water
certification in all 50 states and focuses primarily on drinking water. UL has worked with EPA in developing the UCMR
methods, tested previous UCMR samples for hundreds of PWSs and has provided
support for other laboratories that have clients that must meet the
requirements of the previous UCMRs.
Josh Ellis, Metropolitan Planning Council
Josh has been with MPC since 2006. He directs MPC’s sustainability initiatives, most notably in the fields of Stormwater Mitigation and Water Supply Management. Through on-the-ground initiatives like the Milwaukee Avenue Green Development Corridor, technical assistance to the Northwest Water Planning Alliance, and facilitation of diverse stakeholder groups working at the state level to modernize the Illinois Plumbing Code or establish a more robust regional water supply planning process, he leads MPC's multiple strategies to sustainably manage Illinois' finite water resources and reduce the harmful impacts of stormwater.
He leads many of MPC's research projects, including Immeasurable Loss: Modernizing Lake Michigan Water Use, Bus Rapid Transit: Chicago's New Route to Opportunity, and Before the Wells Run Dry. He also coordinates MPC's research assistant program, of which he himself is an alumnus.
A New Hampshire native, Josh resides in Chicago’s South Loop, and spends a lot of time in Lake Michigan and on the lake shore path. He managed a small school in Japan before his graduate studies in public policy and Middle Eastern Studies at the University of Chicago. His honors thesis, published in Water, Environmental Security and Sustainable Rural Development: Conflict and Cooperation in Central Eurasia,compared the political discourse of marsh restoration in southeastern Iraq with the environmental history of the region.Josh is a Board member of Poder Learning Center, which serves adult immigrants with a mission to provide the necessary academic tools to promote human dignity, increase employment potential, and facilitate participation in the larger community
Gary Forsee, Illinois Emergency Management Agency
Worked at the Illinois Environmental Protection Agency in the Drinking Water Compliance Section, working on the Drinking Water Radionuclide Rule and developing compliance schedules with municipalities working to achieve compliance with the combined radium standards. Moved to the Water Pollution Control Section working with NPDES permit compliance, general wastewater and field violations.
In 2007, transferred to IEMA, Division of Nuclear Safety. Worked responding to radiological alarms at landfills and recycling yards, assisting with site decommissioning, the Bureau's environmental monitoring program, radiation instrument calibration, preventive radiological detection, as well as inspection and escort of radiological materials. In December 2010, moved to the low level radioactive waste section of IEMA to develop and implement 32 IAC 330.40(d).
Aaron Gilson, A.Y. McDonald Manufacturing Company
Aaron is the Territory Manager for AY McDonald. His presentations always provide training of all brass materials and components that make up a water service lateral from pipe to meter. His training topics often will include one or more topics containing information on manufacturing processes, material composition of both 85-5-5-5 brass and no lead brass, The Reduction of Lead In Drinking Water Legislation, proper installation procedures and practices, ball valve vs. plug valve design differences, recognition and prevention of damaged brass products, meter setters and meter connections, non-revenue water reduction and water accountability, brass saddles, and finally different types of end connections available for brass components involved in a service lateral. He has done training through distribution, municipal end-users, and local organizations.
Daniel Injerd, Chief
Lake Michigan Management
Office of Water Resources
Illinois Department of Natural
Injerd is the Chief of the Lake Michigan Management Section for the Office of
Water Resources, Illinois Department of Natural Resources. In this position, Mr. Injerd is responsible
for the management of Illinois’ Lake Michigan diversion as allowed under a U.S.
Supreme Court Decree and the allocation of Lake Michigan water to 215 public
water supplies serving 7 million people in northeastern Illinois. The Section also reviews and issues permits
for construction activities in Lake Michigan.
Mr. Injerd is active in representing Illinois on Great Lakes issues, and
was a member of Illinois’ team throughout the mediation process that
successfully resolved the interstate dispute concerning Illinois’ Lake Michigan
diversion. He has been appointed by
Governor Quinn to represent Illinois on the Council of Great Lakes Governors’
Great Lakes-St. Lawrence River Water Resources Regional Body and the Compact
Injerd has been involved with the Great Lakes for 36 years. His educational background includes a Master
of Science in Resource Management from Michigan State University, with a minor
in Sanitary Engineering.
Mary Reed, IEPA
The IEPA Drinking Water Compliance Unit administers on a statewide basis all aspects of the Safe Drinking Water Act Rules and Regulations, which includes regulation review and implementation and program enforcement. Mary Reed has been a Compliance Officer of the Drinking Water Compliance Unit/Chemical Monitoring Sub-unit for 12 years and an employee of the State of Illinois for 22 years. Mary received her B. A. in biology from University of Illinois in Springfield. She administers on a statewide basis all aspects of the Surface Water Treatment Rules and Disinfection Disinfectant By-Products Rules.
Nathan Trowbridge, Underwriters Laboratories, Inc.
Nathan is employed by UL LLC in South Bend, previously known as
Environmental Health Laboratories (EHL), since November 1992 as an inorganic
chemist, project manager, account manager and current position. Nathan holds a Bachelor of Science degree from Valparaiso University in Chemistry and Biology, graduating in 1990. He is married
with 2 children, ages 15 and 12 and enjoys golfing, running and coaching softball.
