Summary: Confined Spaces


The Safety and Emergency Planning Committee of the Illinois Section of AWWA has developed a series of webinars to aid Municipalities in developing and/or maintaining their own safety programs.  These webinars will provide basic information for individuals to expand to be Municipality specific in order to meet regulatory requirements.  Confined Spaces is the second topic in the series.

A confined space is an area large enough for an employee to enter and do work, is not intended for continuous occupancy, and has limited means of entry of exit.  Confined spaces include, but are not limited to, tanks, vessels, silos, storage bins, hoppers, vaults, pits, manholes, tunnels, equipment housings, ductwork and pipelines.  Based on recognized hazards, a confined space can be classified as a permit-required confined space.

This webinar will review what a confined space is, identify the dangers associated with confined spaces, define authorized entrants and attendants, review the limitations of someone who is not trained in confined spaces, and review what to do in the event of an emergency and technical rescue.

Participants will have the opportunity to ask questions and provide feedback

Presenters: Eric Staley and Brian Jack 


Eric Staley is the Safety Engineer for Power Generation and Water Purification at City Water, Light and Power, a municipally owned utility in Springfield, Illinois.  With over 17 years in the fields of environmental engineering and regulatory compliance, Eric’s experience includes permitting, industrial remediation, hazardous waste operations, construction quality assurance and safety management.  Eric is also a licensed emergency medical technician in the State of Illinois.


Brian Jack is the currently the Utilities Superintendent for the Village of Lombard.  Previously he was the Water and Sewer Superintendent for the Village of Oak Park for a total of over 18 years of experience in the Public Works Industry.  During this time Brian has served as the Safety Program Coordinator for the Village of Oak Park and now the Village of Lombard for the past 12 years.  In 2003 Brian achieved the Advanced Safety Certificate from the National Safety Council for continuous learning and dedication to occupational safety and health.

Brian was also a member of the inaugural class of the Illinois Public Service Institute and graduated from the program in 2006.  He currently sits on the Illinois Section AWWA Safety and Emergency Planning Committee and was a past member of the American Public Works Association Chicago Metro Chapter Education Committee.
