Partnership Programs for Water and Wastewater Utility Optimization

Summary: The Partnership for Safe Water (PSW) is a voluntary drinking water utility optimization and recognition program, with an objective of improving water quality and public health protection through operational optimization. Administered by AWWA, the program is a collaboration of six leading water sector organizations, including the United States Environmental Protection Agency (USEPA). Originally established in 1995, the program was founded as a means to encourage surface water treatment plants to voluntarily improve operational practices to enhance public health protection. A distribution system optimization program was added to the PSW in 2011. The PSW provides self-assessment and optimization resources for surface water treatment plants and distribution systems. The program’s foundation consists of completion of a comprehensive self-assessment of treatment plant or distribution system operations, identifying factors that may limit optimized performance, and developing an action plan to enable the utility to work towards optimization. Utilities that complete the self-assessment process are recognized publically for their optimization efforts. The PSW’s annual reporting processes encourages ongoing accountability for maintaining a high level of performance and continuous focus on optimization.

The newly-established Partnership for Clean Water (PCW) is a global optimization and recognition program for wastewater utilities. This program was established as a parallel program to the Partnership for Safe Water, which has successfully used by over 400 drinking water utilities to optimize treatment plant and distribution system performance for more than 20 years. Developed by AWWA, the PCW program provides a team approach framework for wastewater utilities to assess and optimize wastewater treatment facility performance with respect to effluent quality and energy efficiency. Although initially focused on wastewater treatment plant optimization, the PCW program will expand to include optimization of reuse facilities and collection systems in the future.

This webinar will provide attendees with an overview of both Partnership programs, including key optimization parameters, program mechanics, and components of the self-assessment process. Illinois utility and Partnership for Safe Water Phase IV Excellence in Water Treatment Award recipient, Central Lake County Joint Action Water Agency, will provide a case study, sharing highlights from the utility’s more than 15 years of Partnership for Safe Water participation.

Barbara Martin
 With over 15 years of experience in water and wastewater, Barbara Martin is currently Senior Manager of Partnership Programs at the American Water Works Association. She has a BA in chemistry from Boston University and an MS in geochemistry from Colorado School of Mines, where her thesis research focused on the effect of constructed wetlands on disinfection by-products and their formation. Barbara has an MBA from Colorado State University and is a licensed drinking water operator in the State of Colorado.

Bill Soucie   is currently Operations Director at CLCJAWA where he served as Water Quality Laboratory Supervisor for the first 17 years of his career there. He is an Illinois Class A operator and has a Masters degree in Chemistry. He has served on the PSW PEAC, Water Research Foundation Project Advisory Committees, AWWA Standards Committees, as trustee for Illinois Section AWWA, co-teaches community college water operator courses and is the recipient of AWWA Division Best Paper Award and ISAWWA Youth Outreach Award.
