Seiler Instrument has had great success with multiple municipal clients integrating spatial technologies such as GIS and GPS enabled mobile computers. Both of these technologies have become ubiquitous in the field as well as in office environments. We’ll review options relating to how data is prepared for the field, collected in the field and then moved back into the office environment. Once this spatial data is received back at the office it can be analyzed for many different applications including, but not limited to: planning and design, utility asset management, inventory, asset repositioning, and facilities management. Business Intelligence is a tool which provides information from enterprise or department specific databases to all community employees. The addition of business intelligence to a community’s GIS provides a powerful decision making tool to analyze trends over time. By using Business Intelligence within a mapping application, users can quickly view data in a specific area or identify community wide trends. Business Intelligence can link to one or multiple databases within a community. Currently communities are supporting a variety of enterprise databases from permitting, to business licensing, to Fire and Police incidences. Because the Business Intelligence tool pulls the information directly from the database, the information it displays is always the most up to date. Another advantage is that users can access information from various sources in one location without having to learn new applications.

Corrosion of Underground Metallic Structures: Cathodic Protection System for Underground Corrosion Mitigation - EPA ID#: 5163

All buried or submerged metallic structures are susceptible to the effects of corrosion. Some of the factors that define the type of corrosion that is occurring are the soil characteristics, and configuration of the metallic structure. The primary method used to protect underground or submerged steel pipelines is the application of coatings to separate the pipelines from the surrounding environment. Accelerated corrosion is likely to occur at coating flaws as corrosion is concentrated over a small area of exposed metal surface at these locations. Cathodic Protection (CP) is used in conjunction with pipeline coatings to mitigate corrosion. A properly designed, maintained, and monitored CP system will mitigate corrosion on the external surface of a pipeline and extend the useful in-service life of a pipeline system or other underground or submerged metallic structure for the design life of the CP system.

Google Earth and GIS for Utility Locating - EPA ID#: 5170

With over 40,000 utility locate requests per year the DuPage Water Commission needed to make sure its two utility locators had on line access to accurate maps and as built pipeline drawings. By combining Google Earth with GIS shape files and Apache web server software they produced a simple, affordable and user friendly application the locators rely on to protect the Commission’s underground assets.

Geospatial information is crucial for water & wastewater utilities. Location is a common element among all data that a utility maintains. Mains, manholes, meters, breaks, customers and projects are all location related. GIS technology is about more than just making a map. It’s the ability to analyze utility infrastructure, maintain asset information and support the decision making process whether it’s for basic maintenance and operations or more advanced capital improvement planning or hydraulic modeling. GE Proficy iFix offers more than Pretty Pictures and Alarms - EPA ID#: 5167

Many municipalities enjoy the reliability, flexibility, and performance of the GE Proficy iFix SCADA software but most agencies are not aware of the ways that an intelligent data historian can show how process data can be mined in order to determine root cause of issues within the process (Turbidity, Plant Upsets, Power Usage, etc.). This hands-on lab-based overview will teach participants how to use the tools available through GE Proficy Historian. Included in the training will be an overview of the basic setup and use of the historian with SCADA as well as how the Historian Microsoft® Excel Add-In works. Participants will leave with instructions on how to download and install a totally free version that includes the ability to monitor up to 25 tags of information.

Case Study: Secure Remote Access for Asset Management, SC ADA, GIS for the Downers Grove Sanitary District - EPA ID#: 5159

The Downers Grove Sanitary District was looking for a secure way to extend office technology for its staff that spends a high percentage of their time in the field with customers. Staff previously had to come back to the office to review information only available on the internal network and then travel back to the customer, which created inefficiencies.

A technology solution was developed to better enable the District’s workforce and provide secure access to internal resources from outside the District’s network. The District’s Internet Service Provider’s simple firewall was replaced a business class Cisco appliance that delivers a much higher level of security to the WWTC network. The device is configured to enable secure, encrypted, and audited remote access connections from outside the District’s network. Applications such as SCADA (GE ProficyiFix), Asset Management (Lucity, which used to be called GBA Master Series), and GIS (ESRI products) are now available securely from outside the District network. Staff members out of the office who provide services to customers are now able to use laptops with air cards to securely access resources in the District’s network. The presentation will show how the project created new levels of efficiencies, reduces travel time & expense, and provides more timely services to customers by having real-time information at the in the field. A live demonstration of the remote access tools will conclude the presentation.

Automatic Meter Reading Case Study: The City of Chicago Department of Water Management - EPA ID#: 5161

Under the 2003 Chicago Water Agenda a plan was established to protect, conserve and manage the water resources of the area. Under this plan, Chicago aimed to become the leader among the Great lakes cities in managing the vast available water supply efficiently and productively. Out of almost half a million accounts, only 174,580 accounts were metered at the time. In order to properly manage our water resource, a plan was devised that included not only changing non-metered accounts into metered accounts but also managing meter reading in a more effective and efficient way. The City of Chicago Department of Water Management (DWM) investigated best practices for reading meters effectively, uncovered potential issues and difficulties regarding water losses, and educated the customers regarding water conservation.

Given the large number of accounts to be read, Automatic Meter Reading (AMR) was chosen as the pre-requisite to any kind of universal metering plan. There was a need to get more actual reads (as opposed to estimated reads) on existing meters as well as read any newly-metered accounts. It would not be efficient to hire additional meter reading staff to manually read an additional 320,000 newly-metered accounts. Thus, a case study of different Midwestern cities that recently installed AMR systems was conducted. Information was gathered regarding cost, specifications, public relations, strategies and implementation challenges.

A detailed case study was also conducted regarding the type and age distribution of existing meters, the billing system, back end software. A key conclusion was that an effective system for data collection should include customer friendly notifications, such as leak detection and storage of water usage data to help customers understand the importance of water and reduce the wasted water. Another conclusion was to change the billing units from cubic feet to gallons to help customers more easily understand the amount of water they were using.

Thus a mobile Badger Orion AMR system was proposed which would allow DWM rate takers to read the meter effectively without going inside customers’ houses (by using Meter Interface Units which broadcast data using radio frequency signals). With this system, it is possible to accurately read almost 98% of the meters, detect tampering and flow reversals, detect potential leaks and send an automatic letter to customers letting them know about the potential leak, and show their historic water usage data on graph.

A pilot of conducted using 400 meters in Fall 2007 which was helpful in identifying possible large-scale challenges. Full implementation started February 2008 with an average of 1,200 to 1,500 meters replaced or retrofitted per week. The duration of this project was three years and is currently in the clean up phase. As of November 2011, over 150,000 meters have been replaced or retrofitted so far.

What is a good use for excel at your facility. To collect and analyze data is one good use. But when I do that I have issues with DIV/0. Then I can’t get an average, but what IF I didn’t have that DIV/0. What about those other irritating errors that I get can someone explain how I get rid of those. What if I want data to transfer between spread sheets, can excel does that? Yes it can, excel is a great tool if you know how to work.

This class is for who are familiar with excel and want it to do more with "IF Statements”, "ISERROR”, and other basic formulas. It will also show people how to create, edit and update a link to another spreadsheet. If time is remaining we will answer specific question you might have so bring your spread sheets on a flash drive.

In today’s age of budget cuts and layoffs, utility managers are focusing on cost effective ways of doing more with less. Increasing the efficiency of operations and maintenance is at the forefront of this endeavor. This discussion will explore the effectiveness of deploying an asset management system through commercial, off-the-shelf software.

The acceptance of computerized maintenance management software has been growing rapidly for the last several years. Many utility managers believe this software is necessary to meet the regulatory challenges we face day in and day out. Whether it’s CMOM reporting or regulatory compliance a CMMS system can manage the information and compile the results through a cost effective process. However having accurate and up to date information inside the CMMS is key to improving O&M management. Using cost-effective, maintenance and condition assessment processes can provide the CMMS with the information necessary for management planning and analysis. Observed operational problems can be cross-referenced against work order history, customer complaints or condition assessment results inside the CMMS to improve managers understanding of how and why such issues occur.

Traditional Motor Control Centers (MCCs) have been around for decades and have typically been considered a part of the electrical distribution system, often being supplied by and installed by electricians. In recent years, MCCs have started to be more of a SCADA component than an electrical component. Today’s demand for reduced power consumption, improved power optimization, and better overall power information monitoring has driven the need for more intelligent MCCs. The session will provide general information, technical guidance, and an overview of the process utilized for the implementation of a Geographic Information System (GIS) for utility infrastructure within the Village of South Elgin.  The construction and implementation of a useful, accurate GIS hinges on three key components: the collection of accurate information, the management of the data, and "buy-in” by staff.  This presentation will outline the efforts and processes utilized by the Village of South Elgin and Baxter & Woodman in the implementation of an accurate and useful GIS.  Specifically, the GPS data collection of utility infrastructure, integrating development and improvement projects utilizing GIS, and the collaboration of Baxter & Woodman and Village staff to manage the data and maximize the usefulness of the GIS.

Crystal Lake’s Use of the iPad for Field Data Collection & Remote SCADA Access - EPA ID#: 5164

The City of Crystal Lake Water Department has been using the Apple iPad for field-based data collection and secured, remote SCADA access for approximately six months.  Prior to the implementation of the iPad, the Water Department had used a paper and clipboard approach to collecting daily operations data, which was then entered a second time into Excel worksheets regularly, spending hours per week doing "double data entry.”  Information from the City’s SCADA server was also manually transferred into Excel.  Now the City’s daily SCADA data is automatically entered into a Microsoft SQL 2008R2 database, where it is combined with data that is collected by the iPad.  Monthly operational and IEPA reports are generated in PDF format literally with the click of a button, and the paper-based data entry process has been eliminated.  The presentation will cover the background of the iPad project, a summary of the hardware and software used, some hurdles encountered, as well as a live demonstration of the iPad in use.
