Compliance with a Low Effluent Zinc Permit Limit

The National Pollution Discharge Elimination System (NPDES) Permit for the Village of Hanover Park was altered in 2007. One of the alterations was decreasing the monthly average total zinc effluent limit to the West Branch of the DuPage River (WBDR) from 1.0 mg/l to 0.040 mg/l on a monthly average. The Village along with other members of a zinc consortium decided to pursue a site-specific zinc water quality standard for the specific waterway to which they discharge. During the initial steps of pursuing this site-specific zinc water quality standard it was determined there was an error in the current Illinois zinc water quality standard (IL Zn WQS) formula. Preliminary calculations indicate that the revised zinc chronic water quality standard equation would produce significantly higher monthly average total zinc effluent limits for various dischargers. On December 1, 2010, the IEPA filed with the Illinois Pollution Control Board (IPCB) a petition on the water quality standards rulemaking to correct the error. It is anticipated that the IPCB will reach final order on this issue January, 2012.

M. Cristina Winegar is a Project Engineer at AECOM’s Chicago office.  Her responsibilities include project management of wastewater treatment plant design projects.  She has over 12 years of combined experience working in the wastewater industry and in experimental research. Cristina has completed design projects for wastewater treatment facilities ranging in capacity from 0.9 MGD to 430 MGD.  She has managed the construction services for various projects.
