Governor Amends Connection Fee Bill

The Governor has amenedatorily vetoed Senate Bill 3507, legislation that provides townships with the authority to collect connection fees. The original bill as approved by the General Assembly capped those fees for townships and municipalities to 1/6 of the annual estimated charges for the user. An amendment was filed by Rep. Kay, the House sponsor, to delete the section affecting municipalities. That amendment was not added to SB 3507, but the Governor’s amendment deletes the municipal restriction.

The Governor’s amendatory veto message said, in part, "A potential consequence of the bill is a severe limitation on the amount municipalities and townships can charge in connection fees, which could force them, in order to make up for the loss of revenue in connection fees, to increase water and sewer rates for all users of the system.

The sponsors of Senate Bill 3507 requested an amendatory veto to strike the language covering municipalities. Efforts will be undertaken later this year to reach an agreement with representatives of municipalities on trailer legislation providing for ‘fair connection charges.” While discussions have taken place on the trailer legislation the Governor mentioned no agreement has yet been reached.

Next stop for the legislation will be the fall veto session in late November and early December. If the General Assembly accepts the Governor’s suggested changes the bill will become law. If, however, either legislative chamber does not approve of the recommended changes the bill will be dead. It is also safe to assume that during veto session the sponsors will move forward with the trailer bill.

Wastewater Operator Certification
The Illinois Section AWWA would like to inform our membership about possible changes in the wastewater certification rules that could be implemented in the next 24 to 36 months.

The Illinois Environmental Protection Agency is seeking input regarding these proposed changes through the Board of Certification. The model the Agency is using for what will be required is the current training requirements for Certified Public Water Operators. Read more.

Josh Stewart named ILWARN Chair
We would like to thank Jim Strutz for his leadership and dedication to the ILWARN Committee as well as the Illinois Section AWWA as ILWARN Chair. Jim has provided many hours of volunteer time to serve the Association as ILWARN Chair. His leadership and dedication has provided direction and support to the ILWARN Committee.

Also we would like to welcome Joshua Stewart, P.E. Josh graduated from the University of Illinois in 2006 with a B.S. degree in Civil and Environmental Engineering. He began his career at a local consulting firm doing land development and survey work and have worked for the City Water Light & Power (Springfield) since 2011, first at the Water Purification Plant and now at Water Distribution and Engineering. Since he began working at CWLP, he has received his P.E. license and a Class A Water Operator’s license. Josh noted, "I’ve enjoyed being a part of the water industry and am happy to be able to raise my family and serve the local community in my hometown."

WIFIA Free Webinar

Two members of AWWA’s leadership will be panelists on an upcoming, free webinar explaining the new Water Infrastructure Finance and Innovation Act (WIFIA). Squire Patton Boggs, the firm AWWA worked with to design WIFIA, has scheduled the webinar for 3:30-5:00 p.m. EDT September 17, 2014. An announcement regarding the webinar is attached.

Aurel Arndt, Chair of AWWA’s Water Utility Council and CEO of the Lehigh County Authority, and Tom Curtis, AWWA Deputy Executive Director for Government Affairs, will be among the panelists. Please feel free to distribute the attachment to anyone you know who might be interested in listening-in. Utility CFOs and other staff working in finance may be interested in particular. REGISTER



The Illinois Section AWWA recently brought together the great minds of your board members, committee chairs and outstanding volunteers to plan activities and programs for 2014-2015. It was an awesome day. Watch for some new ideas to be implemented over the next 16 months.
The Illinois Section AWWA office will be closed for the holiday on Monday, September 1st and also closed for a staff workshop on Thursday, September 4th.
