Fall already? It’s that time of year again, crops are being harvested and land is becoming available for "Lime Sludge Application”. As you renew your Lime Sludge Land Application Permit, as I did this year, you may notice another regulatory agency adding a requirement. Our application surprised me with the requirement to quarterly monitor and report radium to both Illinois Environmental Protection Agency and the Illinois Emergency Management Service. This may not sound strange to some of our members, but my thoughts are that we have never had a radium issue, so why the requirement? The call to our IEPA permit section was answered, and the response was they are not sure why the quarterly requirement for radium analysis - it’s from IEMA. My system was flagged because I responded to a survey that was done by IEMA, and the indication was that the radon analysis requirement would be for material prior to being removed from the site. My quarterly requirement is not a financial issue - the test costs are from $150.00 to $200.00, so that’s as much as $800.00 per year - it’s the fact that my sludge is only removed ever 5 years, so most of the time I will be testing the same sludge. Another thought is, we have never tested lime sludge for Radium, so what happens if we have it?

The actual wording on the permit is: Sludge, which is to be land applied shall be sampled for radium on a quarterly basis. The resulting data shall be submitted to both Illinois Environmental Agency and the Illinois Emergency Management Agency.

My goal is to update you on my findings, the first sample was shipped the end of September.
