: This webinar will present aspects of ABC Professional Operator Certification program including PO history, standards, benefits, experience with becoming and being a PO,
credentialing, recognition, reciprocity, demonstrating the PO portal and sharing information regarding the entire process.

PRESENTERS:  John Solvie, LeAnna Risso, and Haley Melz

John Solvie is Water Quality Compliance Manager for Clark County Water Quality, overseeing Southern Nevada’s 208 Area-Wide Water Quality Management Plan, stormwater regulatory program, and public outreach program. His background includes 30 years of regulatory experience in wastewater, stormwater, pretreatment, and groundwater, and 20 years of professional credentialing experience in wastewater and drinking water disciplines. He has served on the Nevada Certification Board for many years. John chairs the Association of Boards of Certification’s (ABC’s) Certification Commission for Environmental Professionals, setting psychometric standards and administering ABC’s Professional Operator program nationally and internationally. He is a Past President of ABC and recipient of the Harris F. Seidel Lifetime Achievement Award for his contribution to advancing the cause of certifying environmental professionals. He also recipient of the Jess Jones Excellence in Service Award and the Nevada Water Environment Association Lifetime Service Award.


LeAnna Risso is the Process Control Manager for the Clark County Water Reclamation District located in Las Vegas, Nevada.  She has over 30 years of experience in the water and wastewater industry, serving in both the laboratory and operations disciplines.  She began her career as a Limnological Research Assistant in the Biology Department at UNLV where she collected and analyzed various types of surface water samples, and conducted underwater fish counts and vegetation transects while diving various locations in Lake Mead.  LeAnna transitioned into the wastewater field, taking a job as a Laboratory Technician with the District, then moving into the operations division in 1994.  She worked for the County for over a decade before leaving the public sector to co-own and operate a certified environmental laboratory and consulting service in the Las Vegas valley.  After leaving the laboratory environment, she worked as an Operations Liaison for Carollo Engineers where she traveled the western states assisting facilities with start-ups and troubleshooting, as well as writing O&M manuals for facilities designed or modified by the engineering firm.  LeAnna stepped out of the water and wastewater industry for a few years to work for the Las Vegas Metropolitan Police Department as Crime Scene Analyst where she was responsible for documenting crimes scenes, assisting with autopsy evidence recovery, and testifying as an expert witness on behalf of the prosecution.  She returned to the wastewater industry in 2006 as an Operations Specialist and quickly promoted to Supervisor where she was the lead for special projects and research efforts.  Since promoting to Manager, LeAnna oversees the Instrumentation & Controls Systems and SCADA Controls service centers as well as overseeing process lab personnel and operations interns.  In addition to her work responsibilities, LeAnna has been very active with the Association of Boards of Certification (ABC) where she participates on the Scheme (Exam Development) committee and serves as the Wastewater Treatment Commissioner on the Certification Commission for Environmental Professionals (C2EP).  LeAnna currently holds a Grade IV Wastewater Treatment Plant Operator and a Grade III Water Quality Analyst certification from the State of Nevada and has achieved all four levels of Professional Operator certification in Wastewater Treatment from the C2EP.


Haley Melz is the Certification Services Specialist for the Association of Boards of Certification, a credentialing association which includes almost 100 certifying authorities, representing more than 40 states, 10 Canadian provinces and territories, as well as several international and tribal programs. These programs have certified more than 240,000 water and wastewater operators, laboratory analysts, plant maintenance technologists, biosolids land appliers, and backflow prevention assembly testers. She has been with the company since 2019. Haley runs the voluntary programing for ABC, including the Voluntary ABC Certification Program and the PO Certification Program, which is the industry’s first professional designation for operators.
