TOPIC: The Illinois Water/Wastewater Agency Response Network (ILWARN) is proudly hosting a U.S. EPA-sponsored event that includes a seminar and a tabletop exercise (TTX). ILWARN is a network of "utilities helping utilities.” This network helps water and wastewater utilities locate emergency assistance in the form of personnel, equipment, materials and other services. The event will consist of a morning seminar with presentations and an afternoon TTX which will cover topics related to ILWARN and water and wastewater sector preparedness and response. During the seminar, presenters from state agencies, associations, and utilities will share their experiences with disasters, as well as their roles and responsibilities during an incident. The TTX will be based on a hypothetical incident designed to bring together water, wastewater, county and state agencies, and public safety to discuss roles and responsibilities during an incident. The seminar and TTX are open to ILWARN member utilities and non-member utilities, as well as response partners that are interested in learning more about ILWARN.

Will Keefer, Horsley Witten Group

Will Keefer is an Emergency Response Planner for the Horsley Witten Group, Inc., a U.S. EPA contractor, and has over 10 years of experience in the water sector (water and wastewater utilities). He has worked with the U.S. EPA’s Water Security Division since 2011 and currently helps the Division to create and produce emergency response products, guidance, and training for the water sector. With the Division, he serves as an Instructor for the water sector’s National Incident Management System (NIMS) training curriculum which includes NIMS and the National Response Framework. Will also schedules, develops, and facilitates a variety of U.S. EPA water sector specific training events across the United States to help water sector utilities and their response partners be better prepared for water and wastewater system disasters, both natural and man-made. These exercise efforts include state/regional/local level exercises as well as mutual aid (WARN) exercises. In addition, Will supports other U.S. EPA projects on the topics of climate change, community-based resiliency, and environmental policy. Prior to joining the Horsley Witten Group, Will held roles in drinking water quality analysis, environmental regulatory compliance, asset management/planning, and system health monitoring for water utilities in the United States, United Kingdom, and United Arab Emirates. He has a Bachelor of Science from the University of Delaware and Master of Science from American University in Washington, D.C.

REGISTRATION & HOURS: Registration begins at 8:00 a.m. The training will start at 8:30 a.m. and will conclude by 4:30 p.m. The morning Seminar will be from 8:30 a.m. to 12:00 p.m. and the afternoon Tabletop Exercise will be from 1:00 p.m. to 4:30 p.m. Participants are eligible to earn up to 6.50 renewal training credit hours (RTC's) for water operators or Professional Development Hour (PDH's) for engineers for the entire day, or 3.25 hours for their attendance at just the morning Seminar or afternoon Tabletop Exercise. Breakfast and Lunch is on your own.

COST: This event is free to both ISAWWA members and non member.
