Gene Koontz

Vice-President (2011-2013)
American Water Works Association

Gene Koontz has been with Gannett Fleming Inc. for 35 years.  He currently serves as Senior Vice President overseeing the firm’s environmental group. 

Gene has been a member of AWWA since 1982 and has been a very active volunteer and leader in the Pennsylvania Section.  He has held many previous positions including Section Chair, Chair of the Water Quality Committee, member of the Water Utility Council, and Chair of the Program Committee.  On the national level, Gene has served on three separate Water Research Foundation Project Advisory Committees.

Outside of the professional organization that Gene has been actively involved in, he has also served in many capabilities within the community.  He has held a multitude of roles in youth sports from coach up to President and Chairman of various baseball, softball and basketball programs.

Gene received his BS from Lehigh University.  Gene lives in Lemoyne, Pennsylvania with his wife Barbara.  They are the proud parents of Adam and Sarah.

John F. Hart
2011 - 2012 Board of Trustees WEF

John is a member of the 2011-2012 Board of Trustees for the Water Environment Federation (WEF), an international organization of water quality professionals headquartered in Alexandria, Va.

John is currently the Chief Operator at the Saco, Maine Wastewater Treatment Facility. In that role, he oversees the operations of the 4.2 mgd secondary treatment plant, which strives to be an energy producer rather than an energy consumer through a broad range of initiatives such as wind power, solar collectors, high-efficiency aeration, biosolids reduction, and geothermal energy from wastewater. During his 39 years in the wastewater industry, he has held positions in various municipal and industrial facilities throughout Maine and also as an instructor for the New England Interstate Water Pollution Control Commission.

A WEF member since 1988, John has held multiple leadership and committee roles within WEF. He most recently served as a Delegate at Large on the House of Delegates (HOD) and was a member of several HOD committees and subcommittees as well as the WEF Nomination Committee. He has also been heavily involved with WEF’s Operations Challenge competition as a judge and event coordinator as well as chair, vice-chair and ongoing member of the event’s committee.

John is also an active member of the New England Water Environment Association (NEWEA) and the Maine Waste Water Control Association. John also holds a Command Cadre position with the United States Coast Guard as the Reserve Command Senior Chief for the USCG encompassing ME, NH, VT and northern NY. Other affiliations include memberships in the local USCG Chief Petty Officer Chapter, American Legion Post 91, National Chief Petty Officers Association, and the Fleet Reserve Association.

John has received numerous awards of merit including the WEF Arthur Sidney Bedell Award in 2006, WEF William D. Hatfield Award in 1999, WEF Quarter Century Club in 2001, NEWEA Operator of the Year for Maine in 1999, NEWEA Alfred E. Peloquin Award in 1996, Maine Waste Water Control Assn. President in 1983, Maine DEP Certificate of Achievement in 1995, Maine DEP-JETCC Service Award in 2001, USCG Commendation Medal in 2008, USCG Achievement Medal in 2001 and 2010, USCG Commandant’s Letter of Commendation in 1996, 2003 and 2005, USCG First District (Northeast) Enlisted Reservist of the Year in 1994, USCGAUX Commodore Harlan B. Bruns Award in 2005 and 2009, USCGAUX Flotilla Gold Award in 2004.

John has held a State of Maine Grade V Operator License since 1979, along with holding a NEWEA Collection System Voluntary Grade IV since 1985. He received currently working towards a B.S. degree though his USCG educational benefit program.

David St. Pierre
Metropolitan Water Reclamation District of Greater Chicago (MWRD), Executive Director

David St. Pierre, Executive DirectorThe Metropolitan Water Reclamation District of Greater Chicago (MWRD) Board of Commissioners unanimously appointed David St. Pierre as the MWRD’s executive director from among 50 candidates after a nationwide search in June, 2011. He received his Bachelor’s degree in Electrical Engineering from Southern Illinois University and is a licensed Professional Engineer.As the Executive Director, Mr. St. Pierre manages a staff of nearly 2,000 to effectively protect the health and safety of the public, protect the quality of the water supply source (Lake Michigan), improve the quality of water in watercourses, protect businesses and homes from flood damages, and improve the environment for the MWRD’s 883.6 square mile service area.Mr. St. Pierre has more than 25 years working in the water industry in various cities. Most recently, he served as the Deputy Commissioner of the City of Atlanta, Georgia Department of Watershed Management, where he was responsible for the city’s drinking water supply system and water reclamation treatment facilities. During his tenure, operating costs decreased by $37 million per year - a reduction of nearly 40 percent – while at the same time Atlanta wastewater treatment facilities earned four Platinum, nine Gold and three Silver awards from the National Association of Clean Water Agencies (NACWA). Water reclamation facilities across the country compete each year for NACWA awards, which indicate that the facility is discharging effluent which meets or exceeds National Permit Discharge Elimination Standards (NPDES), a national benchmark for determining that wastewater facilities across the country consistently discharge high quality effluent.Prior to working in Atlanta, Mr. St. Pierre was the operations director for the Metropolitan St. Louis, Missouri Sewer District, where he managed the city’s collection system and wastewater treatment facilities. He initiated and implemented an innovative sewer maintenance program that reduced sewer backups and increased customer satisfaction to above 90 percent. The success of the program was determined through an independent customer satisfaction research agency who called customers who had received District services and had them rate the service. Before implementation of the program satisfaction scores were in the 60 percent range.Earlier in his career, Mr. St. Pierre worked on the design and installation of instrumentation control panels at water distribution and wastewater treatment facilities in Eugene, Oregon and Seattle, Washington. He continued his work in automation in St. Louis developing and programming four of the seven plant control systems. He is a member of the Water Environment Federation, the American Water Works Association and the Georgia Association of Water Professionals.
