Temporary work zone speed limit ordinance

We have a member that is interested in creating a temporary work zone speed limit ordinance to protect the staff while working. Presently our police won’t force vehicles to slow down if the speeds are posted and they advise that PW posting a speed limit or slow down sign is not enforceable.

Does your community have a worker protection ordinance for temporary work or project work that is enforceable?? Or do you know of a community that does have this in place?
