Hi, my name is Ray Hoving and I am in the last semester of the Master of Public Administration Program at the University of Colorado-Denver. I have worked extremely hard over the past two years juggling my studies with the daily pressures of work and raising a young family in order to get to this point. As I race toward the ultimate goal this spring, I have one final project to complete. The Capstone Seminar at UC Denver is designed to bring together all of the competencies of the program into one client-based project. The competencies are: 1. To lead and manage in public governance 2. To participate in and contribute to the public policy process 3. To analyze, synthesize, think critically, solve problems and make decisions 4. To articulate and apply a public service perspective 5. To communicate and interact productively with a diverse and changing workforce and citizenry

The client I am working for is in the midst of conducting their own public relations/citizen engagement initiative in order to obtain feedback on a policy issue related to alternative water supplies. I have been tasked by the client to conduct “Best Practices” research on effective citizen engagement strategies to confirm that they are on the right path to engaging citizens productively with the end goal of producing a policy that is understood and accepted by their residents. I respect the work of scholars and researchers however, I firmly believe that the best source of knowledge comes from the men and women performing the work on a daily basis. With that being said I would like to kindly ask you to complete the survey that can be found in the attached link. The questions relate to the strategies being employed by my client and will be beneficial to their current policy issue. I will be happy to share the results with you should you desire to see them. My contact information can be found at the conclusion of the survey.

Kind Regards, Ray Hoving
