The Illinois General Assembly is poised to take a vote on HB 137 either today or tomorrow. The bill was initially introduced as a “shell bill”, which means it had no specificity at all and it wasn’t until an amendment was filed that we became aware of its consequences.

HB 137 relates to corrosion control requirements for painting projects. It would require IEPA to develop rules on how painting contractors are selected, specify union labor to be utilized and develop rules for inspections by qualified inspectors etc. It also has a WBE/MBE component which we have never had to meet so long as we were only spending local money and not state or federal dollars.

We argued against a similar bill several years ago and worked out a deal whereby this rule would only pertain to those projects that were 100% funded by the State. The Painters Union is now reneging on that deal with this legislation.

I apologize for the short notice, however we need to call our Legislators in the Illinois House of Representatives today to let them know we oppose this bill.
