SUMMARY: In many cases, public utility rate structures were designed and implemented decades ago and have largely been kept in place with marginal percent increases over time. However, as development of most utilities has grown and customer bases change, these legacy rate structures may not necessary be sustainable nor equitable in distributing the ever-increasing cost burdens utilities are faced with supporting. This presentation seeks to help shed a light on understanding how public utility enterprise funds are designed to work, as well as the rate structures and alternative tools that are available to help augment utility rate structures to suit the current and future needs facing our public utilities.
