SUMMARY: The Hydrant Bill, Senate Bill 224, was signed into law by Governor Pritzker and became Public Act 104-0079 in August. This Act clarifies that all hydrants and valves that are under control of a public water supply and in a public right of way or utility easement will be included in the construction permit issued by IEPA.. Previously, IDPH had maintained that such infrastructure was in their jurisdiction for approval. This is a key first step, but there are additional steps to be taken. Maintaining safe levels of chlorine in the water distribution system is an on-going concern and priority for Water Suppliers, the IEPA and IDPH. The next steps will include enacting changes to Title 35, Part 604 regarding hydrant leads and watermain looping. The presentation will discuss the proposed Title 35 revisions, as well as give some practical examples from communities that have been proactively making related changes to improve water quality.
