Lead Service Line Inventory Notification

The Water Utility Council (WUC) wishes to bring attention to recent notices that IEPA has sent to communities after the April 15, 2024, submission of the material inventory and LSLR plan. Unless a utility received an extension for submittal of the inventory, water supply officials should have received an e-mail notification outlining the requirement to inform all persons served by the water system at the service connection with a lead, galvanized requiring replacement (GRR), or lead status unknown service line. According to LCRR ยง141.85(e), a water system must provide the initial notification within 30 days of completion of the lead service line inventory and repeat the notification on an annual basis until the entire service connection is no longer a lead, GRR, or lead status unknown service line. For new customers, water systems shall also provide the notice at the time of service initiation. The notice must be provided by mail or by another method approved by the State and there are specific content requirements for each type of service material notice (i.e., lead, GRR, unknown). The deadline to distribute notices to impacted customers is May 15th, 2024, and the certification form must be submitted to the Illinois EPA by May 25th, 2024. See attached examples.
