SUMMARY: The Government Finance Research Center's (GFRC) Water Rate Setting Study is tasked with examining the components of water bills, how municipalities and water districts establish rates, what factors influence rate adjustments as well as the extent to which State or local policies drive cost increases or variations in rate-settings. The GFRC also evaluates the definition of household water affordability throughout the State, whether equity and affordability are integrated into the rate-setting process, effects on economically disadvantaged communities, and opportunities for increased intergovernmental coordination.
