#2428 Mission Monday: Hydrant Leads - Proposed Revisions to Title 35 IEPA#19580

Presenter - Pete Wallers, EEI & Jaime Rott, City of Rockford Water Division

Summary - Maintaining safe levels of chlorine in the water distribution system is an on-going concern and priority for Water Suppliers, the IEPA and IDPH.  Metro West Council of Government in an effort to clarify the review and the permitting responsibility for watermain projects, proposed legislation to include fire hydrants in the watermain construction permit.  During Senate committee hearings it was agreed that MetroWest COG would organize a committee with multiple agencies, including, ISAWWA, IDPH, IEPA, MWCOG, and Illinois State Fire Marshalls Office, to review the Title 35 regulations that cover the design and installation of fire hydrants and dead-end water main loops.  The purpose of the effort was to propose changes to the regulations that would improve water distribution system water quality.  The groups have been engaged in that effort over the past two years and have finalized the proposed changes.  The presentation will discuss the proposed Title 35 revisions.

#2431 Mission Monday - Tapping into Success: Strategies for Effective Lead Service Line Replacement Communications

Summary - This webinar will provide an overview of LSLR program communication, education, and outreach. Elevate will share insights from conversations with staff, elected officials, and consultants for municipalities nationwide where LSLR programs are underway and explain what has worked well and what hasn’t. The presentation will also cover interviews conducted with residents and other stakeholders about their experiences on the receiving end of those communications. The recommendations include strategies that can be applied by both small and large municipalities seeking to engage residents before, during, and after lead service line replacement.

#2437 Mission Monday - Why won’t they let me in? The Role of Outreach & Predictive Modeling in LSLR IEPA#20573

Summary - For water utilities complying with the LCRR/LCRI, two areas will make or break an LSLR program:  outreach and inventory data accuracy.  It significantly helps participation if your LSLR program is free to residents, and even more so if there are mandatory ordinances.  Even then, however, there will still be some residents that are just not ready to open their door to a construction crew.  Nor will they be ready to open their door for a private-side service line material inventory or be thrilled about huge amounts of public-side pot-holing on their block.  Having a strategic, multi-layered and community-specific outreach plan is key.  When partnered with predictive modeling, an effective tool that can save time and money while streamlining inventory identification, not only will you have greater participation in your LSLR program, but you will have happier residents that won’t have to have their lawn dug multiple times. This presentation will highlight (1) how to put together an effective outreach plan based on lessons learned in Illinois and Midwest cities and (2) how predictive models can be used to reduce unknowns in the service line inventory, maximize the value of field investigations, and guide lead service line replacement programs. The authors will also share practical recommendations for how to get started with outreach and predictive modeling, as well as how to effectively evaluate and improve model performance prior to leveraging the model to inform decision making.

#2452 Mission Monday: Understanding Current LCRR and Upcoming LCRI Requirements IEPA# 21296

Summary - The Lead and Copper Rule Revisions (LCRR) compliance date was October 16, 2024. The rule sets forth a number of new requirements for community water systems. The USEPA has also promulgated the Lead and Copper Rule Improvements (LCRI) which are anticipated to go into effect in 2027. This presentation will highlight the requirements of the LCRR that impact communities now and also touch on upcoming requirements under the LCRI.

#2443 Mission Monday - Practical Impacts of PFAS on Water and Wastewater Treatment Systems IEPA#20757

Summary - Earlier this year after much anticipation, USEPA released the first federally enforceable PFAS rule for drinking water. The countdown has now begun for drinking water utilities to comply with these regulations. The USEPA has indicated their intent to issue additional drinking water regulations in the future. In addition, many regulatory agencies are increasing their attention on the presence of PFAS within effluent and biosolids from wastewater reclamation facilities. This presentation will focus on practical information and lessons-learned from successful Implementation and operation of PFAS treatment systems along with current research applicable for both drinking water and wastewater reclamation facilities.

#2412 Mission Monday: 75 Gallons Later - 5 Year Update on World's First Regenerable Resin System for PFAS

Summary - This webinar will focus on the five years of successful treatment and lessons learned from the installation and operation of the world's first regenerable resin system for PFAS removal. The United States Air Force Civil Engineering Center (AFCEC) is conducting on-going response activities to remove and remediate groundwater impacted by poly- and perfluoroalkyl substances (PFAS) at the former Pease Air Force Base in New Hampshire. The system is currently operating at concentration factors of greater than a million to one, meaning for every million gallons of 60 ug/l PFAS impacted water treated, less than a gallon of waste is generated.

#2416 Mission Monday: The Latest in Conducting Corrosion Control Studies

Summary - Corrosion Control Studies (CCSs) for lead and copper reduction have been conducted since the early 2000s. With the Lead and Copper Rule (LCR), the EPA and many states developed guidance on conducting CCSs. The first phase of this was a desktop study which often involved flow diagrams and check lists. Since then, desktop studies and CCS evaluation methods have evolved significantly.
This session will review the latest science and methodologies in preparing desktop studies and conducting demonstration studies including scale analysis, solubility studies and harvested pipe studies.

#2423 Mission Monday: Water Rate Setting Across Illinois: Affordability, Policy Impact, and Coordination Strategies

Summary -  The Government Finance Research Center's (GFRC) Water Rate Setting Study is tasked with examining the components of water bills, how municipalities and water districts establish rates, what factors influence rate adjustments as well as the extent to which State or local policies drive cost increases or variations in rate-settings. The GFRC also evaluates the definition of household water affordability throughout the State, whether equity and affordability are integrated into the rate-setting process, effects on economically disadvantaged communities, and opportunities for increased intergovernmental coordination.
